This paper discusses the risks that face the Asia-Pacific region from natural disasters and insurgencies as well as what policy Japan can adopt to help manage potential disasters in the region. In particular, the author argues that Japan should help countries in the Asia-Pacific to cultivate self-sufficient and recovery capabilities to deal with national catastrophes through its Self-Defense Force (JSDF) Humanitarian Assistance/Disaster Relief (HA/DR) capacity building program and the export of disaster-mitigation technology.
