This paper explores the concept of hybrid warfare, as illustrated by 1) the 2006 Israel-Hezbollah War; 2) the ongoing military campaign of the so-called Islamic State in Iraq and Syria; 3) the factional fighting in Libya since early 2015; and 4) Russia's calculated aggression against Ukraine since 2014. Additionally, the paper recommends ways that NATO can better respond to the hybrid warfare threat.
