This report contends that the military assistance being provided to Kurdish forces fighting against the so-called Islamic State (IS) is inadvertently accelerating intra-Kurdish fragmentation. To prevent this from happening, the report’s authors argue that the West should 1) coordinate its aid better; 2) build on Iraqi Kurdistan’s efforts to transform its Peshmerga fighters into a professional military; and 3) encourage greater Kurdish cooperation with Iraq’s central government in their fight against IS.
