This report first reminds us that in the wake of fierce debates on the future of US nuclear weapons in Europe, NATO worked hard to ensure that any discussions about the roles these weapons should play in its strategy were off the table. That now needs to change, argues the report's author -- i.e., given Russia's recent aggression against Ukraine, NATO needs to restart the debate on what part nuclear weapons should play in its deterrence posture.
