This brief examines the effectiveness of the allied air campaign against jihadist groups in Syria. It concludes that the campaign has failed to provide sufficient support to nationalist rebel forces and that the US needs to pursue a revised strategy – i.e., one that enables the nationalists to compete with and contain the so-called Islamic State and the Nusra Front before ultimately confronting them.
