This brief explores the Pakistani government's long standing policy of relying on Islamic militants, jihadi groups and non-state actors in order to help it pursue its security aims. In particular, the brief's author examines why this policy is in place and the very real costs it imposes on Pakistan. He also recommends how Pakistan’s political and military elites can extricate themselves from this problem of their own making.
