This brief argues that the December 2015 United Nations Climate Change Conference in Paris (COP21 or CMP11) agreement should include a mechanism to incentivize action by states to focus on areas that have a high potential to contribute to climate change mitigation. The author also discusses what form this mechanism could take, suggesting that it could consist of a “menu” of policy options that the parties to the agreement could implement on a voluntary basis.
