This paper addresses the debate over Net neutrality and identifies the main principles of this neutrality – such as the need to preserve the Internet as a space open to innovation and the freedom of users to access content and services. In identifying these principles, the authors aim to differentiate them from the dogmas and beliefs that are separate from these principles, but which are put forward in the name of neutrality and affect the sustainable development of the the system of telecommunication networks as well as the services and applications that make up the Internet.
