In this testimony before the US Congress US-China Economic and Security Review Commission, CNAS' Patrick Cronin talks about China’s strategy in and around the South China Sea, including its controversial land reclamation activities. He also discusses how other Southeast Asian states view China's actions and argues that the US should not over-militarize the problem, but rather seek to win the peace through a concerted, long-term strategy of capacity building, engagement and finding ways to impose appropriate costs on China if it violates expected norms of behavior and exercises bad judgement.
