This paper discusses Azerbaijan’s decision to join the Non-Aligned Movement (NAM) – which is composed of and represents the interests of developing countries - in May 2011. The author contends that rather than representing a shift in foreign policy, the joining should be recognized as a continuation of Baku's previous policies. He also argues that Azerbaijan’s membership in NAM provides the country with the ability to pursue a regional leadership role as well as a foreign policy that is independent from the requirements of Euro-Atalantic and Eurasian institutions.
