This paper argues that Russia has used the manipulation of the country's history - particularly its role in WWII - as a policy tool and that this could further deteriorate Russia-West relations. The author also examines the the instruments which Moscow has used to reshape collective memories in Russia; how such manipulation is affecting public opinion on World War II, Joseph Stalin and the victims of political repression in the country; and what the West should do to counter the potential detrimental effect of such manipulation.
