This paper identifies the challenges that Georgia faces in implementing institutional reforms that would bring the country in line with EU standards as well as how they can be overcome. In particular, the authors look at reform attempts in the justice sector, public administration and local government. They also provide recommendations for the EU on what policy to adopt toward reform in Georgia, suggesting its should offer more support, and encourage the government in Tbilisi to continue to reform state institutions.
