This brief discusses the business environment for smallholder cocoa farmers in Liberia, noting that the Liberian government's regulatory reforms have increased competition among cocoa buyers and new investors have encouraged the farmers to improve the quality of cocoa, for which they earn more. The author recommends that the farmers and the government should safeguard these achievements and continue to expand competition as well as support the farmers in organizing effective cocoa-trading cooperatives.
