This paper explores how international law applies to non-conventional actors such as tribes, thugs and terrorists. The author considers how international law has adapted to new forms of violence in recent decades and explains some of the barriers that exclude non-conventional actors from the proper reach of international law. She concludes by providing some suggestions on how to overcome these challenges.
