This report looks at the emergence of a war economy in Syria and how hostile groups are resorting to the sale of archaeological artifacts; looting and smuggling; drug and oil trafficking; kidnapping, and border levies in order to fund their activities. The report also contends that Syria’s violence is increasingly being driven by greed rather than ideology and that top-down approaches to securing peace in the country thus need to be jettisoned for more local efforts.
