This paper discusses the challenges faced by Médecins Sans Frontières’ (MSF) in Somalia in 2009 - 2013 as the non-government organization (NGO) attempted to negotiate humanitarian access to the country with the terrorist organization al-Shabaab. More specifically, the author describes some of the elements, patterns and dilemmas that characterized MSF’s experience of engaging with al-Shabaab during the terrorist group's turbulent rule over a territory marked by chronic humanitarian crises and frequent medical emergencies.
