This paper looks at recent efforts to enhance cyber security in East Africa, particular in Kenya, Ethiopia and Somalia. More specifically, the paper analyzes collective efforts in the region to deal with cyber threats and stresses that cyber security is an inherently socio-political challenge. It requires, as in other parts of the world, significant trade-offs between individual and collective freedoms.
