In light of the hybrid warfare tactics used by Russia in its annexation of Crimea in 2014, this paper examines the role Territorial Defence Forces (TDF) in Latvia, Lithuania and Estonia could play in preventing similar attempts by Moscow on their own turf. In particular, the authors discuss 1) the models for TDF organization used in each of the Baltic countries; 2) the ongoing debates in these countries on how TDFs can be used to counter the potential threat posed by Russia; and 3) the prospects of these Baltic countries further developing their TDFs.
