This brief suggests that for progress to be made by countries in international climate negotiations at the UNFCCC, it may be necessary to change the working methodology of the UNFCCC negotiations themselves. In light of this, the authors propose a number of ways to change these negotiations including that negotiations use a single text that is presented to all parties for comment and revision; the discontinuation of the use of certain forms of technology in negotiations; that negotiations do not follow the idea that nothing is agreed until everything is; and that negotiation roles should be given to ministries besides that of foreign affairs.
