This note explores the reliance of private security companies (PSCs) on floating armories (ships carrying weaponry and supplies) in order to sustain anti-piracy operations in the Indian Ocean. More specifically, the note's authors consider 1) the regulatory, economic and practical implications of using floating armories; 2) the risks of allowing such ships to operate in international waters; and 3) why PSCs will most likely not use them in the Gulf of Guinea.
