This paper discusses Lithuania, Latvia and Estonia's efforts to create a common energy market in the Baltic States after signing an agreement to create an integrated gas market in the region in January 2015. The author contends that despite successive political declarations by the Baltic States about creating a common energy market, in practice their cooperation is illusory with each country still mainly focusing on their own projects at the expense of regional ones. She also argues that the delays in integration, and particularly in the liberalization of Latvia's market, suggest that the European Commission should become involved in supporting cooperation in the region.
