This bulletin examines the factors hindering increased EU cooperation with Latin American and Caribbean (LAC) countries as well as what policy the Union should adopt toward the LAC region. More specifically, the author suggest that factors affecting EU-LAC state relations include 1) the EU's focus on the crises in Ukraine and the Middle East; and 2) the decline in Europe's importance in terms of trade for the LAC region due to the rise of China. She then contends that to strengthen EU-LAC cooperation, the EU should complete negotiations for the EU–Cuba Political Dialogue and Cooperation Agreement as well as sign new - and update existing - trade agreements with countries and regional organizations in Latin America.
