This paper argues that the gap between the public and private sectors in Japan has grown and that existing institutions in the country are hindering the policy demands of emerging industries, such as the IT sector, from being heard. The author suggests that this is a problem for the country's economy as the economic activities of service companies are being inhibited by outdated government regulations. He therefore suggests that Japan should create new mediating organizations that can bring the concerns of underrepresented business sectors to policymakers, in the same way that think tanks and lobbyists do in other countries.
