This document serves as a guide for South African parliamentarians on budgetary issues. It aims to 1) improve the basic understanding of members of Parliament (MPs) that do not sit on finance or appropriations committees on budgeting issues; 2) demystify public budgets; and 3) help MPs fulfill their legal responsibility to provide oversight in the forming of budgets by increasing their general knowledge and thus their accountability.
