This paper examines the factors hindering Moldova's European integration process and undermining its goal to become a member of the EU. More specifically, the authors examine 1) developments in the country's political situation following the November 2014 parliamentary elections, including how support for the major pro-European parties has declined and how political will to bring about reforms in the country has been undermined; 2) the economic problems facing the country, including in its banking sector, and the difficulties created by its economic relations with Russia and Ukraine; and 3) which areas are in most need of reform. Finally, they provide recommendations on what the EU can do to support Moldova's reform process and suggest they should include a mix of technical, financial and political measures.
