This brief examines the impact that the 2013 devolution of governance in Kenya has had on the drivers of conflict in the country's Kisumu County. It also provides an overview of 1) the factors driving the conflict within the county and 2) the different peacebuilding and conflict management actors involved. The authors find that devolution has had some positive impacts in the county, particularly in infrastructure projects, health services, and agricultural support. However, they also suggest that there remain fundamental problems in the county's administration and that its capacity to prevent conflict remains low.
