This bulletin discusses what would happen if Russia's largest state-owned oil company, Rosneft, were to gain control of PCK, a strategically important German refinery in Schwedt. The author argues that approval of the deal by German authorities would significantly strengthen Roseneft's position in eastern Germany, something they believe would have a negative impact on competition between energy companies operating in the region as well as Polish refineries. He then suggests that this could inhibit energy sector cooperation between Poland and Germany, before giving recommendations on what Poland can do to respond to the potential takeover.
