This paper examines human trafficking policy in the Balkans. The paper outlines different approaches to the development of anti-trafficking policy, such as migration laws, law enforcement, human rights advocacy and economic development. The author describes the activities of different transnational actors and examines the intended and unintended consequences of their anti-trafficking policies.
