This paper examines nationally integrated development and improvements of job quantity and quality in auto parts of Mexico and Brazil. The author advocates active state policies of bargaining and regulation that can foster a measure of national development to create a broader and deeper industrial fabric. The study calls for action against the outward-oriented economic strategies in Mexico and Brazil, and the "job-destroying" character of the technological and organizational modernization that is occuring in leading export manufacturing sectors.
