This paper examines how changes in the production and consumption of uranium are affecting how it is traded and regulated. In the case of regulation, the paper’s authors recommend that 1) the IAEA should be more transparent about the enrichment activities of certain states; 2) greater attention should be given to national nuclear material databases and tracking methods; 3) individual states should cooperate more closely with the IAEA, especially in creating a comprehensive approach to uranium security; and 4) the uranium industry should intensify its commitment to non-proliferation and nuclear security.
