This brief examines how the Shanghai Cooperation Organization (SCO) will be affected by India and Pakistan joining its ranks. In general, the brief’s authors agree that the new members will confer greater legitimacy on the SCO and yield additional security and economic benefits for its members. However, they also wonder whether the two countries could undermine the cohesion and effectiveness of the SCO.
