This brief looks at the origins of the UN Peacebuilding Architecture (PBA), the reasons for its creation, and the primary challenges it still faces. In the latter case, the PBA suffers from 1) an obvious and persistent capabilities-expectations gap; 2) funding and coordination problems, both within the UN and with external actors; 3) the changing nature of conflict and the stresses it causes; 4) difficult relations between the UN and the African Union; and 5) the unpredictable roles played by non-state actors.
