This study maps out the different models, functions and approaches of ombuds institutions for the armed forces in the OSCE region, identifying capacity-development needs and best practices. Among the many obstacles to capacity development, the authors identify problems associated with insufficient resources as well as limited mandates and constraints to complaints handling mechanisms as the most prevalent. The authors also identify how to overcome these problems and suggest what models can be adopted by countries creating new ombuds institutions.
