This paper examines the use of public resources as a major determinant of the achievement of public policy objectives. The author discusses the ideas and practices of new public management both in developed and developing countries. The study emphasizes the importance of the budget implementation process and which public expenditure management tools are appropriate in certain political and institutional environments.
