This paper examines whether a trade agreement can help deal with environmental problems, with a particular focus on the potential for the Environmental Goods Agreement (EGA) to fulfill this role. More specifically, the author examines 1) the relationship between trade and the environment; 2) the EGA itself, the aim of which is to make trade in environmental goods tariff-free; 3) how tariff reductions in such goods can help deal with the problem of climate change; and 4) debates over what constitutes an environmental good, which broadly refers to something that helps measure, prevent, limit or minimize environmental damage or problems. She also reviews some of the key challenges facing the EGA and contends that the agreement could help deal with climate change by facilitating trade in climate-friendly technologies.
