This commentary discusses the UN-mediated agreement - initialed in Shkirat (Morocco) in July 2015 - for ending the Libyan civil war. The author contends that the deal is fragile and that its implementation can collapse at any moment under pressure from spoilers. Should the agreement collapse and Libya slide back into war, he concludes that the best option for the international community would be to focus on a containment strategy, including targeted sanctions and the dissuasion of regional powers from fueling the conflict.
