This paper presents research on water supply and sanitation allocation in Poverty Reduction Strategy Papers (PRSPs) in four countries of sub-Saharan Africa. The study investigates budget allocations and actual expenditures on sector outputs, and observes the kind of factors that may disrupt the flow of funds and their translation into poverty reduction outcomes.
