This brief uses field research from Uganda to discuss some of the issues surrounding the marginalization of the Karamoja pastoral group by the Ugandan government. In particular, the author discusses 1) why pastoralism as a way of life is assumed to lead to greater violence; 2) some of the anti-pastoral policies which have been enacted by the Ugandan government; and 3) why pastoral groups in the country are assumed to be conservative in their outlook. She then suggests what the Ugandan government can do to better understand and support pastoral groups.
