This report focuses on the Horn of Africa’s Conflict Early Warning and Response Mechanism (CEWARN), which the eight-country Intergovernmental Authority on Development (IGAD) developed in 2002. In general, the report’s author contends that CEWARN has become an important platform for regional cooperation on conflict prevention and early warning and response. She also points out that its policies have become more flexible over time, primarily by allowing the response units that exist across the region to adapt themselves to the particular contexts they face. Finally, the author provides recommendations for policymakers, donors and practitioners on how to improve the effectiveness of CEWARN, such as prioritizing civil society participation and gender issues in its work.
