This paper argues that the nuclear arms control regime that has existed since 1963 may indeed collapse. The reasons for this concern are that 1) nearly all negotiations on nuclear arms reduction and nonproliferation have come to a stop, and 2) existing treaty structures are eroding, primarily because of political and military-technological developments. The paper’s author concludes by arguing that the only thing that can prevent this unraveling is a new-found determination by politicians and experts to go ahead and fix the nuclear regime’s strategic and technical problems.
