This paper describes the diverse and local sources of violence - including vigilantism, clan conflict, separatist groups, and the Indonesian state itself - that are bedeviling the Indonesian province of Papua. It then prescribes ways to help resolve these problems, including reforming the country's violent and unaccountable security sector and pursuing a comprehensive, indigenously-centered development policy in the Papua region.
