This policy brief examines what drives the responses of local authorities to climate change in Vietnam as well as some of the challenges these responses reveal. More specifically, the authors discuss 1) the problems that local authorities encounter when implementing national climate change policies; 2) how local authority climate change efforts focus on disaster risk reduction; 3) the links between economic development policies and climate change policies; and 4) the need for local agricultural departments to advise poor farmers on how to manage climate risks.
