This brief argues that Liberia's 2014 Ebola outbreak was not solely a health emergency, a peacebuilding problem or a development challenge, but rather a combination of all three. To support this point, the brief's authors first look at the strain the outbreak put on the country, particularly on local peacebuilding efforts, and then analyze how the government, the international community, and Liberian civil society responded to the outbreak. The assumption, of course, is that the latter actors need to continue working together in order to address the country's health, development and peacebuilding problems.
