This paper discusses the development and spread of the so-called Islamic State (IS) in the Middle East. More specifically, the author 1) provides an overview of the structure, organization and objectives of IS; 2) describes the wider context in which IS operates, such as the apparent collapse of the state system in the Middle East and the West's disengagement from the region; and 3) makes suggestions to Western policymakers on how they can best engage with Middle East actors in order to address the threat posed by the IS.
