This paper focuses on how the European Parliament (EP) and the national-level parliaments of EU members might cooperate more effectively with each other, particularly in the cases of proposing, amending and shepherding EU legislation and policymaking. More specifically, the paper's author 1) highlights how such cooperation could enhance the EU's transparency and democratic legitimacy; 2) argues that much can already be done within the existing scope of EU treaties to expand this type of cooperation; 3) looks at how the European Commission, the EP and national parliaments are hindering greater engagement with each other; and 4) gives reasons why the timing for the launch of inter-parliamentary cooperation has never been better.
