This paper examines factors that need to be considered in order to effectively link policymaking and budget processes. The study presents research based on country case studies that investigated the experience of implementing Medium Term Expenditure Frameworks (MTEFs) in a Poverty Reduction Strategy Papers (PRSPs) context. The author recommends the development of coherent and integrated policymaking, planning and budgeting processes, and emphasizes the necessity to manage general expectations.
