This paper examines if the UN Millennium Development Goals (MGDs) in education and health can be reached through public expenditures and aid. The study accesses how good the record of public expenditure in developing countries has been in delivering MDG targets. The author finds that public expenditure often has low efficiency and is biased against the poor. The paper also explains how such circumstances have implications for the management of aid provided in support of poverty reduction strategies.
