This paper assesses links between trade and development with respect to water issues. The paper discuses the international trade negotiations led by the WTO as a key vehicle for promoting economic growth and development including expansion of trade in services under the General Agreement on Trade in Services (GATS). The authors highlight that many of the obstacles to achieving universal water coverage are not in fact trade-related, and state that the current scope for Private Sector Participation (PSP) in the markets of developing countries is rather limited.
