This paper explores the consequences of scaling-up aid for macroeconomic management purposes in Africa. The authors state that a "macroeconomic shock" on such a scale poses real challenges for the balance of payments, monetary and fiscal management, as well as concerns about the ability of governments to spend the extra resources wisely. The paper presents research results and makes policy recommendations.
