This report contends that nuclear weapons have played an important role in shaping the Ukrainian crisis, specifically in the case of Russia. Indeed, Moscow has sent plenty of reminders to NATO -- including policy statements and stepped up nuclear-capable bomber flights, nuclear conflict-related drills, and test launches of ballistic missiles -- that the Alliance must tread carefully when dealing with a nuclear power. The report's author further argues that such signal sending has revealed problems in NATO's nuclear deterrence system which Brussels can repair if it adapts and improves its nuclear strategy.
